The 800-square-foot rule and the five-acre rule
Two numbers set St. Charles County apart from its neighbors. The five-acre minimum in the A district is the same as Jefferson's RA-5 and larger than Warren's three acres; the one exception is a three-acre tract carved around an existing residence. The 800-square-foot minimum dwelling is the only published minimum house size we have found in the ring. It is well below any barndominium living area people actually build — but it matters for a shouse with a small apartment, and it is the county's statement that the living space has to be a real dwelling.
Where a barndominium fits here
The rural west — around Defiance, Augusta, New Melle, Foristell, Flint Hill and Josephville — is A-district land with five-acre-and-up parcels. East of there, the county is a subdivision belt: O'Fallon (90.8% of its housing built since 1980), Wentzville (90.1%), Lake St. Louis (80.6%), St. Peters (74.7%) (U.S. Census Bureau, ACS 2020–2024, B25034). Those cities run their own codes, and their subdivisions carry recorded covenants that commonly require masonry percentages and prohibit metal siding. A barndominium inside one is a covenant question before it is a building question; see HOA, covenants and city bans.
Soil, drainage and foundation considerations
The west county's soils include Menfro loess on the Missouri River bluffs (well drained; subsoil 60–75% montmorillonite clay; conventional septic usually works; keep roof water off the slab edge) and Winfield silt loam on the uplands (perched water table two to three and a half feet down in winter; drainfield design and slab drainage are the issues). The county's own private sewage code governs the permit through the Building Division, with state soil-evaluation rules. The Missouri and Mississippi bottoms are mapped floodplain. See land, septic and well and slab, soils and frost.
Power and access
Cuivre River Electric serves parts of the rural county; Ameren serves the rest; the line between them is parcel-specific. Ameren's tariff gives an individual residential customer up to 1,000 feet of single-phase overhead line at no cost; Cuivre River's policy is not published — ask before siting the building. Driveways onto Highway 94, D, DD, F, N, T, Z or 40/61 outer roads need a MoDOT right-of-way permit with stopping sight distance.
What it costs here
Ring-wide bands — turnkey living $160–$230 per square foot, finished shop $55–$80, shell $45–$65 — plus a county permit allowance of $800–$2,000 (fee basis unverified) and the private sewage permit. A 2,400-square-foot home with no shop, turnkey, with a typical site package, is about $415,000–$634,000 on unincorporated St. Charles County land. The cost guide · instant estimate.
